Job Description
The NERC compliance program manager - transmission performs tasks and assignments necessary to achieve and promote compliance with all mandatory North American Electric Reliability Corporation (NERC) reliability standards on the bulk electric system with focus on electric delivery transmission system. Plans and leads cross-functional coordination between information technology, electric delivery, thermal and fluid generation, renewable generation, procurement and other company functions to achieve and maintain compliance. Suggests corrections and procedures to strengthen compliance in these areas. Coordinates MidAmerican Energy Company activities to verify compliance requirements are performed timely and documented. Promotes ownership of compliance obligations by company personnel. Assignments include evaluation of existing and new regulatory requirements, generation and evaluation of compliance metrics, utilization of information to assess and improve operational compliance activities and development of programs that facilitate the implementation all mandatory NERC reliability standards. The NERC compliance program manager will have responsibility for establishing and meeting all related compliance deadlines. Provides leadership to staff in conducting extensive internal compliance monitoring. Interfaces with neighboring utilities to coordinate standards compliance; interfaces with the Midwest Reliability Organization (MRO), NERC and FERC on NERC reliability standards compliance issues and represents the company in these forums. Organizes and leads the responses to MRO, NERC and FERC compliance audits and prepares self-reporting of non-compliance. Responds to all appropriate inquiries concerning compliance issues.
Responsibilities
Develops strategies for the company's compliance program for NERC reliability standards. Provides leadership for the recognition of compliance risk and the identification and implementation of processes necessary to drive compliance outcomes with all NERC, standards. (30%)
Manages development of processes that support overall human performance and company strategy, including research of process improvement needs, planning, development, design, implementation, evaluation and technology enablement for NERC operations. Prioritizes compliance work, develop, track and implement programs that will ensure full compliance. Manages and supports audit activities. Oversees gathering of information for audits, spot checks and self-certifications to measure compliance. Manages development of MRO/NERC/FERC audit approaches and response efforts to assess compliance of MidAmerican's NERC programs with NERC standards and related requirements. Manages maintenance of records for compliance evidence and analysis of data. (30%)
Works with operations groups to plan and schedule compliance work. (10%)
Provides leadership on NERC activities in the preparation of required documentation and follow-up per the standards. Manages assessments (audits, investigations, periodic reviews) required for NERC compliance. Ensures all activities are in compliance with established standards, policies, procedures and requirements. Maintains compliance records, tracking activities through completion and keeping proper documentation demonstrating standards compliance. (10%)
Reviews compliance information and prepares final reports to management in a professional and accurate manner. Tracks results through resolution. Reviews and comments on proposed regulatory rules and determines the impact of operations and recordkeeping. (10-20%)
Encourages the interchange of information, ideas and techniques related to compliance. Provides input on proposed and adopted standards. (10%) Manages development of stable, long-term and productive technology solutions for managing NERC documentation. Manages design, coordination and implementation of long-term technology application(s) solutions for NERC compliance tracking. (5-10%)
Qualifications
Perform additional responsibilities as assigned and required.
Bachelor's degree in engineering, business management, or related field. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Advanced degree or professional engineer’s license is preferred.
Eight years of related experience in utility operations.
Compliance and project management experience a plus.
Leadership qualities necessary to successfully drive compliance initiatives.
Demonstrated ability to communicate complex information accurately and understandably. Superior written and oral communicate skills, including ability to present to MidAmerican Energy Company leadership. Excellent analytical and problem-solving skills. Ability to successfully implement and manage all compliance programs, policies and projects within company administrative and operational areas.
Project management experience; ability to understand technical and functional requirements as they relate to project objectives and project planning activities.
Strong analytical, decision-making and problem-solving skills to properly analyze cost/benefit scenarios and determine impact assessments. Must have the ability to solve complex business problems and produce creative solutions. Negotiation skills in order to influence, persuade, and lead opinion on complex information with diverse audiences.
